Penalties on loans and charges on savings and loans can be set either product
wise or per account. When these charges are set, they will run as set under the
"schedular Jobs" module.
If at some point the user changes their minds or they think the charges are too
high and wish to waive the charges or penalties, this would be too much work
for them.
Thus we need a bulk waive of charges
