While code reviewing https://github.com/apache/fineract/pull/1373 for
FINERACT-1178, I've noticed that Docker Compose seems to currently be broken
for melocally - even after fixing the container build with FINERACT-1195.
Given that it still works on Travis, I suspect that this may be a local Podman
only issue.
The Fineract app container fails to start not able to connect to the DB.
