I want to have a withdrawal charge that will charge at savings withdrawal after 
X number of withdrawals in the month

We count the number of withdrawals starting the beginning of the month and once 
the month ends we start the count afresh 

In every month when a customer exceeds the number of transactions, the 
subsequent transactions are charged
