Take an example of a microfinance that allows customers to withdraw the savings 
via the following 
1- Cash
2- SWIPE – read more https://smallbusiness.chron.com/swipe-cards-work-18076.html
3- Agent 
4- USSD 
,,,,,,,, etc

As a user, I would like to
 
*a)- Set a X number of transactions in a month which are free for a customer 
based on the type of* *transaction* 
for example from above 
       1- Cash – X number of transactions
       2- SWIPE - Y number of transactions
       3- Agent  - Z number of transactions
       4- USSD  -  W number of transactions

*b)- Set a Z withdrawal charge amount based on the type of transaction*
for example from above 
   1- Cash – *after* X no. of trxns, *Then* cash withdrawal charge is  X% of 
trxn-amount or flat 
   2- SWIPE -*after* Y no. of trxns *Then* cash withdrawal charge is  Y% of 
trxn-amount or flat
   3- Agent  -*after* Z no. of trxns *Then* cash withdrawal charge is  Z% of 
trxn-amount or flat
   4- USSD  -*after* W no. of trxns *Then* cash withdrawal charge is  W% of 
trxn-amount or flat
