Summary: Improve bulk import tool

The bulk import tool is failing some levels where the tool is not really up to
date with all the improvements that have been done so far especially around
loan products.
The idea will be to bring this tool up to standards with the latest code by
improving on the attributes and constraints and validations of the tool.
Another improvement will be to enable multiple charges in the tool as so far it
is only possible to include 1 charge. with imported loans.
