[~jdailey] Very soon I'm going to post the initial version of the PR. In short,
the forward migration is going to be fully automatic from version 1.6.
If the Fineract version running is lower than 1.6, the startup will fail with
the message saying "first upgrade to 1.6 and then upgrade to 1.7" (not actual
wording).
