Summary: Specified due date charges/fees cannot be applied on
disbursement date

When trying to apply specified due date fees on the date of the loan’s
disbursement date, it won’t be effective.
*Steps to reproduce:*
create a loan
apply/disburse
add a chrge/fee with the same date as the disbursement date
*Actual result:*
Balance won’t be recalculated
*Expected result:*
charge/fee should be effective
balance, and amounts should be correct
