As a user
I should be able to configure the display of overdue calculation based on the
old logic and new logic
in order to have an accurate overdue display and calculation for the
organization as per their business needs

*Background and details:*
By default Fineract has Arrears calculation that calculates the overdue amount
and date based on the old logic(i.e by not considering the chargeback
transaction)
New Delinquency calculation that calculates the ‘overdue amount’ and ‘overdue
since date’ with new logic (i.e by considering the chargeback transaction)
Any organization would follow either the new logic or Old logic( arrears or
Delinquency) and hence need an option to configure one of the calculations to
be defaulted to be displayed

* Penalty calculation
Since penalty calculation happens on the installment date, it is good to not to
calculate penalties charges as per the new logic( that is considering
chargeback date to be considered for penalty)
* Interest recalculation and compoudning
Since Interest recalclcation and compounding depends on installment date, it is
not required to include chargeback transction for this.
