*Description*
the system is not posting the accrual entries for the disbursement transaction
type.
*To Reproduce:*
# create a loan product with accrual periodic accounting.
# create, approve, and disburse a loan account under that product by adding a
disbursement charge
# run the “add accrual transactions” job
# no accrual entry is posted for the disbursement charge
*Expectation*
Accrual transaction should be created for the disbursement charge on the
disbursement date when the loan account is disbursed
