[~ikimbrah] you mean we need to allow the access of "branch B" to a user who is 
under "branch A" even though branch B doesn't come under the "branch A" 
hierarchy?

I think it is not a big change, however, what is the priority or the volume 
request for this change? 

I believe most organizations follow hierarchy and never came across this use 
case or request before
