Summary: Enable application of fraud flag at every phase of the
loan lifecycle

Fraud flag should be added to loan independent of loan lifecycle. (Currently
only active loans could be given the flag)

Client level fraud flag is not needed at the moment.

*Acceptance Criteria*
# User should be able to set fraud flag active or inactive to a loan account
at any status of the loan
## Loan can be submitted, approved, active,closed or overpaid, user can still
be able to change the fraud flag status of the loan account
# Fraud flag should not be auto reset when there is an undo operations
executed like undo disbursement or undo approval
## Flag status can be changed only by the user through API call
