This is what I have observed for a long time, and a PR will go a long to solve 
the issue

Ideally the cron job should
 * consider total amounts not yet paid, 
 * apply the payment using the repayment strategy set in the product setting of 
the loan in question
 * In the order provided by the repayment strategy
