Upon every restart of Fineract, the current Gradle build takes 30-60 seconds on
various build steps, dirty checks, and compiling the software in general. This
occurs even if no modifications are made to the source code, resulting in slow
code-test development cycles. Investigate why the build is so slow and explore
ways to improve the rebuild time during restarts.
