[~victorromero] Is this issue occurs if the collation is set to
"utf8mb4_unicode_ci" explicitly on the underlying mariadb as well?
I am just wondering whether this is an issue of configuration or we must
enforce "utf8mb4_unicode_ci" explicitly... i am still a little bit hesitant to
hardocde "utf8mb4_unicode_ci" into the Fineract backend logic...
