*If Charge Payment Mode is “Account transfer”, a linked savings account is
mandatory to be set when the loan is created!*
If we create a new Loan but not set any linked savings account but we add the
above disbursement charge to the loan, at the event of disbursement the backend
throws error and disbursement is not possible!

*Expectation*
- Do not let to add *Charge Payment Mode is “Account transfer”* charges to the
loan if no linked savings account was provided!
