Description:
Add missing permissions to liquibase.
CANCEL_ASSET_OWNER_TRANSACTION
REAGE_LOAN
UNDO_REAGE_LOAN
REAMORTIZE_LOAN
UNDO_REAMORTIZE_LOAN
These missing permissions were preventing to run tests successfully.
Long term we should collect all the handlers and systematically check if the
appropriate permissions exist.
