X Jira: If the Mifos client sends a report request requiring a configured S3,
but the S3 is not configured, the client receives a plain 500.
Would it be possible to return some more meaningful error? E.g. this would
allow the client to distinguish between connection problems between Fineract
and S3 and a missing configuration.
