To reproduce
# Create loan charge with charge time as Disbursement and calculation type as
% Amount.
# Specify the percentAmout as 3
# Assign that charge to loan that is pending approval
# Check the amount field of the charge
Expected: The charge amount should be the 3% * the loan amount
What you get: The charge amount is 3.
