[~pwargulak] Feel free to reach out to me in case you have any questions. This
story is mainly focusing on the performance improvements of the Loan COB job
(and its business steps).
However based on the "How to help with Fineract performance" mailing list
thread, there are many jobs which is not yet rewritten to be partitioned and
chunked jobs: they are single threaded and manager instance (the one is
handling the job scheduling) executes them.
