Summary: Emit external events on Document Create and Delete actions

Currently, Apache Fineract does not emit external events when documents are
uploaded to or deleted from the system. To enable downstream consumers (e.g.,
for integrations such as document verification, credit bureau triggers, or risk
assessment workflows) to react in real-time to document activity, the ticket
proposes adding support for emitting external events on document upload and
delete actions.
h3. *Proposed Solution:*
* *Emit an external event* when a document is successfully uploaded.
* *Emit an external event* when a document is deleted from the system.
* Only document metadata will be emitted in the event; the document content
will not be part of the payload, maintaining efficiency and data protection.
