Currently, Fineract allows monetary transactions on the loan accounts with
closed and overpaid status. Need to handle this under a global configuration
h3. Acceptance Criteria
# New Global configuration "allow transactions on closed and overpaid loans"
to be introduced with disabled by Default
## When enabled, no monetary transactions should be allowed on closed/overpaid
loan accounts
## When Disabled, monetary transactions should be allowed on closed/overpaid
loan accounts
