As part of this issue, Liquibase was upgraded from the ALv2-licensed liquibase 
4 to the FSL-licensed liquibase 5.

There is a short thread on the fineract mailing list noting the recent change 
of liquibase to FSL, but it seems to not have risen any concern in the fineract 
community. I can see you have already upgraded to Liquibase 5.0.1. 

I can't see that the Liquibase FSL has been approved for use with Apache 
projects (https://www.apache.org/legal/resolved.html).

Since I am also facing a potential upgrade to Liquibase 5, I'd be very curious
