The Fineract Web-App currently enforces a 12-character minimum password length
in the UI. However, the default system credential is {{password}} (8
characters). This creates a "Bad Request" loop and prevents new developers from
logging into the local environment upon initial setup. {*}Steps to
reproduce{*}: Attempt to log in with {{mifos/password}} on a fresh install.
{*}Expected Result{*}: UI should allow 8-character passwords to match default
system settings.
