Description:
Fix the TODO comments in the Apache Fineract Code
Over the time the TODO comments have been piled up in the code and some of them
can be now removed others can be fixed.
This Jira ticket could be used in any number of PRs required to fix or update
the current status.
This will help to reduce the technical debt.
