I found [this merged PR|https://github.com/apache/fineract/pull/5391] setting
up new asciidoc per FINERACT-1956, but the work seems to be abandoned and I
can't find anywhere we're actually using Antora. I want to clean this up so we
don't end up with wasted effort like

(it looks like the oidc federation docs are in the wrong place and aren't
published/viewable with the rest of the asciidoc).
