Before we do any of this we need to do some cleanup... see FINERACT-2169 for
details. The problem is that we didn't configure the authorization enforcement
in a way that makes it easy to replace it (with OPA or OpenFGA or any other
concept). If we started an implementation of these security concepts now then
this would later add more work than necessary. So, this one needs to wait a
moment longer.
