if this tax component has ended, it must not be calculated within the other
taxes in the same group
The system should allow setting an end date for a tax component only in the
future.
Setting an end date in the past must not be permitted so we should lock in the
calendar all date <= today()
==> The user should be able to edit the tax group and set or update the end
date for the tax component, provided that the selected end date is in the
future.
for Start Date
If Start Date <= Today() --> Start Date is locked (cannot be edited)
If Start Date > Today() --> Start Date is editable, but only today OR future
date for sure
