## Description Resolves #223. Had a few free hours today so decided to run through open backlog issues and knock out the missing retry/error handling across these list views in one clean pass. This PR wires up [hasError] and (retry) bindings to <app-empty-state> across 4 list screens so users have a clear error feedback and a working retry action if data fetching fails: - Accounting Closures list (AccountingClosuresListComponent) - Provisioning Categories list (ProvisioningCategoriesListComponent) - Client Charges list (ClientChargesListComponent) - Client Collateral list (ClientCollateralListComponent) Each component's fetch method now resets and updates the error signals, and unit test suites have been updated to assert that error states render on fetch failure and trigger retry. ## Testing - Unit tests added and verified for all 4 components. -- This is an automated message from the Apache Git Service.
