### Description
Translates all keys across eight administration and organization sections in
`src/assets/i18n/hi.json` into RBI-standard Indian banking Hindi, and ratchets
the committed coverage baseline.
### Sections Covered (130 keys total):
- **`ORGANIZATION`** (27 keys): Staff member CRUD, loan officer flags,
portfolio summary criteria, comparison conditions, date types.
- **`CENTERS`** (30 keys): Center lifecycle, activation/closure reasons,
staff assignment, group attachment, and meeting schedule configuration.
- **`TELLERS`** (23 keys): Teller management, cashier allocation/settlement,
cashier summary, and net cash metrics.
- **`ROLES`** (15 keys): Role creation/editing, granular permissions,
permission matrix guidance, and RBAC impact summary with `{{count}}` and
`{{name}}`.
- **`TEMPLATES`** (15 keys): Document templates CRUD, entity types, template
body, and delete confirmation with `{{name}}` interpolation.
- **`OFFICES`** (6 keys): Office CRUD, parent office, external ID, opening
date.
- **`USERS`** (7 keys): User CRUD, username, password policy, and email
delivery.
- **`SECURITY`** (7 keys): Audit logs filtering, maker ID, date ranges,
processing result.
### Verification
- Executed `node scripts/check-translations.mjs --update`:
- `0 missing keys`
- `0 interpolation mismatches`
- `0 ghost keys`
- Updated `scripts/i18n-coverage.json` baseline
- Verified GPG signature with ED25519 key.
