   ### What happened
   
   Sidebar highlighting used partial route matching. When navigating to a 
nested page, both its menu item and a parent route could appear active.
   
   
   ### Steps to reproduce
   
   1. Open the application and sign in.
   2. Navigate to a nested route, such as /loans/bulk-reassignment.
   3. Observe the sidebar: the /loans item may also be highlighted.
   4. The sidebar now uses exact route matching, so only the item matching the 
current URL is highlighted.
