When the database is unreachable, the first database access of a request is in
TenantAwareBasicAuthenticationFilter (loading the tenant), which runs before
the JAX-RS layer. The exception escapes the filter and the container answers
HTTP 500 after the 20 s connection pool timeout. The API should answer HTTP 503
with a Retry-After header, so clients and load balancers can tell an outage
from a bug.
