Jenny Liu created FINERACT-2958:
-----------------------------------

Summary: A negative offset on list endpoints is answered with HTTP
500 instead of a validation error
                 Key: FINERACT-2958
                 URL: https://issues.apache.org/jira/browse/FINERACT-2958
             Project: Apache Fineract
          Issue Type: Bug
            Reporter: Jenny Liu

GET /clients?offset=-5&limit=5 (and the same on /savingsaccounts and /loans)
puts the negative offset into the SQL (limit 5 offset -5). The database rejects
it, and the caller gets an HTTP 500 with no information. A negative offset is a
client error, so the API should answer HTTP 400 with a validation error
(validation.msg.pagination.offset.must.not.be.negative). Zero, positive and
missing offsets should behave as before.
