Publishes the 1.16.0 release docs and moves the develop docs to 1.17.0-SNAPSHOT. **`update /docs/1.16.0`** - Adds `docs/1.16.0/index.html`, built with `./gradlew asciidoctor` from the `1.16.0` tag (apache/fineract@6da8a989b398cb46537e91d8fe8769655ea1810d) and copied with `fineract-site docs`. - `.htaccess`: `/docs/stable` (and so `/docs/current`) now serves `1.16.0` instead of `1.15.0`. - Built with `vl2vg`/`vg2svg` on the PATH, so the Vega-Lite diagrams missing from the last 1.16.0-SNAPSHOT build are rendered (18 SVG diagrams, no "Failed to generate image" warnings). **`update /docs/1.17.0-SNAPSHOT`** - Adds `docs/1.17.0-SNAPSHOT/index.html`, built from `develop` at apache/fineract@f1723d724ec017a54c622c62c6e80607b7fad034. `develop` already contains the `1.16.0` tag, so the git-derived version is 1.17.0-SNAPSHOT. - `.htaccess`: `/docs/develop` now serves `1.17.0-SNAPSHOT`, and the commented-out `/docs/rc` candidate line now names `1.17.0`. The active `/docs/rc` stub still points at stable. `docs/1.16.0-SNAPSHOT/` is no longer referenced by any alias, but I've left it in place.
