LocaleSorter#sortLocalesByPreference is slow and creates a lot of allocations
See the scout screenshot on ios / Ipad2 with ONLY 4 compiled locales (657ms).
with the patch, on my desktop (with about 50 compiled locales ) time went from
180ms to 15ms.
