Correct, the JIRA checkbox was deemed unnecessary.  The thinking is that by 
going through the trouble of filling out a JIRA at issues.apache.org, you know 
you are donating it to Apache.  But it is less clear when you generate a pull 
request on GitHub, so it is up to the request handling committer to IP clear it 
and possibly double-check with the pull requestor.
