Maurice Amsellem resolved FLEX-27542.
-------------------------------------
Resolution: Not A Problem
Works as designed.
Common UI have the same behavior, eg. Windows or MS Word numeric steppers,
which arrows are not disabled on boundaries.
> The increment and decrement buttons should disable if the min or max is
> reached

> - When the minimum is reached on a NumericStepper and there is a decrement
> button skin part, the button should be disabled.
> - When the maximum is reached on a NumericStepper and there is a increment
> button skin part, the button should be disabled.
> Without the above the control just feels broken to end users and they have no
> idea what the minimum and maximum values are.
