Summary: SoundEffect documentation doesn't say anything about
supported sampling rate

When I include a mp3 with SoundEffect I get the error message
"unsupported sampling rate 48000Hz" / "unable to transcode mp3"
But what format (sample rates / 8-bit, 16-bit sounds) is supported? I can't
find anything in the SoundEffect-documentation.
