After looking at the code for getCurrentSkinState() in ButtonBase.as at line 
914, I determined I needed to use the reverse. Initially I was trying to set 
interactionMode to "mouse" since it was running in desktop mode, but now I've 
set it to "touch", and now the flickers have gone when using the component in a 
desktop profile.
