Please find attached a simple example.
You will see traces like this:
onDragEnter dragTarget1
onDragEnter dragTarget2
onDragExit dragTarget1

onDragEnter dragTarget1
onDragEnter dragTarget2
onDragExit dragTarget1
onDragExit dragTarget2
[...]
This cleary shows the events being fired in wrong order.
