Just tested on OSX (en_AU locale):
4.13.0 seems OK (installer completes not tested SDK)
4.12.1 is asking for name and password in popup when getting font utilities
4.12.0 seems OK (installer completes not tested SDK)
4.11.0 fails to download font utilities and blaze DS
4.10.0 seems to work (installer completes not tested SDK)
4.9.1 fails downloading OSMF
So 4.12.1, 4.11.0 and 4.9.1 are currently broken. 4.13.0, 4.12.0 and 4.10.0
work.
