Shouldn't we actually be managing this list via a JIRA filter? I set one up
for us to use. Interestingly, the filter shows a different set of issues
because the list of issues in here don't have their Fix Versions set properly.
Couldn't we just mandate proper use of Fix Version? Then changing an actual
issue won't require also updating this issue.
