I've seen AIR apps do that on occasion, but it has never done that more than
twice in a row for me. I added a few tweaks to the Installer to see if it
might help. You can get the Mac version here:
http://people.apache.org/~aharui/Installer/
(Folks using Windows can get the latest from:
http://apacheflexbuild.cloudapp.net:8080/job/flex-utilities_installer/lastSuccessfulBuild/artifact/flex-installer/release/

You will have to uninstall your current Installer first.
