Ok part of this was user error.  I forgot to run "ant thirdparty-downloads" in 
the /frameworks folder.  It runs the ant script all the way through now, 
however, after the script finishes I still cannot see the adt.jar in the lib 
folder or the adt.bat in the bin folder. It is almost as if nothing happened 
when the script ran.  I tried also running the ant script with administrative 
privledges with the same results.
