I just tried this on OSX (10.12.3) with AIR / Flash 25 with Flash builder 4.6
and it's working for me for both AIR an mobile projects.The correct swcs are in
frameworks/libs/air. I know that probably not a lot of help sorry.
What version of AIR/Flash are you downloading? What IDE are you using?
