Looks like GoogDepsWriter will have to know what dependencies are external. It
might be able to guess if there is no goog.require, or we could try making
calls like this:
flexJSProject.isExternalLinkage(flexJSProject.resolveQNameToCompilationUnit(usedName)));
Please assign the issue to yourself if you plan to work on it.
