Add `tableEnv` parameter to identify whether this is a batch or a streaming
query.
In case of a streaming query, check that `overwindow.orderBy` is an
`UnresolvedFieldReference` and translates `rowtime` to a `RowTime` expression
and `proctime` to a `ProcTime` expression.
