I think it could make sense to include the flink version (notice: this can be
tracked independently from the savepoint format version that we currently
store!) from which a savepoint was taken in the meta data and expose it to the
restore process, passing it through until e.g. the
{{FunctionInitializationContext}}.
This makes it much easier for code to derive certain behaviour for backwards
compatibility.
