[FLINK-6770] Add excludeSerializersFromCheckpoints to ExecutionConfig
This PR adds a flag to indicate whether or not type serializers should be
included in checkpoints.
This configuration should be respected by all composite serializers, as
well as the serialization proxies for operator and keyed state backends. If the
flag is `true`, then only the serializer's config snapshot should be written,
instead of both the serializer _and_ the config snapshot.
You can merge this pull request into a Git repository by running:
