Regarding tests:
Can we also have another test that verifies `JobGraphs` containing custom
`StateBackend`s or `StateBackends` with custom classes can be submitted without
exceptions?
Looks like `org.apache.flink.runtime.jobmanager.JobSubmitTest` is a good
place for that.
