[~mingleizhang] users should be directed to the most latest stable release. 
Only developers / contributors should be directed to the {{master}} 
documentation (see 'nightly builds': 
http://www.apache.org/legal/release-policy.html#release-types).

The documentation under {{flink/docs}} is version specific whereas 
{{flink-web}} is the generic documentation for the project website.
